is “domain hijacking.” to accomplish it, you only need to look up when
the domain name is scheduled to expire, then try to register it as soon
as it does so.
usually this results from inattentive system administrators forgetting
which domains they need to worry about.
but to re-iterate: there is no technical skill required to accomplish
this, so it is not a “hack”.
