White House reporters asked for a clearer definition of what exactly President Obama meant in his press conference yesterday when he talked about the need to create “a permission structure” that would allow Republican members of Congress to “be able to do what’s going to be best for the country.”

President Obama made the comment yesterday in the course of explaining that his commonsense solutions had met with opposition from Republicans because they were worried about politics and primary opponents.

“It’s a phrase that’s in common usage here,” a surprised Jay Carney responded when asked who the president thought lawmakers were looking for permission from.

Carney explained that a permission structure is a way for the president to find “common ground” with congressional Republicans on the budget, but he gave few specifics about how it would be created.
