Rich State, Poor State

I just came off a conference call with Art Laffer and Steve Moore, whose (link corrected) new Policy Handbook, Rich States, Poor States, compares economic performance in the states over the last ten years, looking at their tax policies and other such factors as right-to-work status and legal reform. 

The tract makes several other instructive comparisons. Particularly striking is the list of states with the highest net out-migration. Part III covers states’ spending binges during the boom years, whose consequences are now materializing.
