I’m happy to be corrected by alert Corner readers, but I don’t recall the
Italian government a century ago providing the New York schools with
foreign-language textbooks, or the Tsar’s government credentialing teachers
in Russia headed for the U.S. But this is what the Mexican
consulate is doing in L.A. Then, New York’s schools never had nearly
three-quarters of their student body coming from a single foreign-language
group.
