Let’s see what Mexico says about this:

The President of Guatemala, Alvaro Colom, wants to propose to the Mexican government to grant temporary immigration permits to Central Americans who cross Mexico to reach the United States, as a measure to avoid falling into the hands of organized crime. Speaking in a interview with a local newspaper, Colom wants to reach an agreement with Mexico in order to find “a safe and valid way to legalize migrants and, secondly, to strengthen our relationship with social networks that welcome immigrants.”
