Regulations, if you listen to Democrats, are always a net positive. The cost of a regulation, which the federal government generally considers, is almost always outweighed by its benefits (whether that analysis is accurate is another question entirely, of course). Yet . . . we know regulations sometimes — or often – have a cost that is larger than the implied benefits, and that regulations can even be detrimental to a group that the supporters of the regulation claim they want to help.
