The Department of Homeland Security, which took over immigration and many other responsibilities when it was created in March 2003, will announce a major reorganization today, only two years into its existence. If it helps, fine, but the real problem with immigration is bad policy, not how the boxes are arranged on the bureaucratic organizational charts.
