Software Expert on Exchanges: Without New Management, Project Is Doomed

“This would barely make beta testing,” a software-programming expert told Tom Costello of NBC News, in a deeper look into the problems facing Obamacare’s online health-insurance exchanges. Luke Chung, the expert, described the website work as “amateur hour.”

“It looks like it was created by some who has never delivered commercial software before,” Chung said. “If they don’t change management, this project is doomed because we’ve already seen what the existing management considers ‘ready for shipping,’ and it’s not.”

After the segment, aired during MSNBC’s The Cycle, the show later brought in Wired’s Mat Honan, who echoed Chung’s concerns about the website’s operators. “I think the people who were administering it, it seems to be beyond their capabilities to do.”
