The S&P Standard

For the credit-rating agencies considering a downgrade of U.S. debt, the question was never really whether a debt-ceiling deal would get passed; the question was whether the government would, in the words of S&P, offer a “credible solution to the rising U.S. government debt burden.” So, how does this deal stack up?
