PHILADELPHIA — After three decades as a U.S. Senator and taking part in numerous Supreme Court confirmations, Arlen Specter will teach a course at the University of Pennsylvania Law School about Congress’ relationship with the nation’s highest court.
And he’ll be developing a course on Scottish law.
