“Stand Up”

Cheney has made two references to “standing up” things–e.g., democracy in the Middle East. I just read the draft of an article with tons of quotes from administration officials who kept talking about “standing up” a new police force, or an army, or whatever. I’ve never heard this use of the phrase until yesterday, but it seems to be all over the administration.
