Talking to Iran About Iraq?

A friend and Middle East guy e-mails with a quick reaction:

It’s a bad idea. It’s been tried before. There are two problems:

–It rewards Iran for causing trouble.

–We tend to deal with diplomats; the people causing trouble are the Revolutionary Guard. The Iranian diplomats , even if sincere, don’t have sway over the folks causing trouble.
