Taxes, Then and Now

Inspired by a Weekly Standard editorial on why Republicans can’t use President Ronald Reagan’s 1981 tax cut as a model, I wrote a column listing some of the changes since then that should affect what they do now.

The Standard is right that times have changed. That doesn’t mean the Gipper’s basic disposition toward lower and less onerous taxes needs to be junked. It means that today’s Republicans (and Democrats!) need to grapple with four differences between our time and his. . . .
