Taxing Which Rich?

Federal taxes on income have been raised four times over the last 30 years. Each time the tax increases were designed to hit high earners while protecting the middle class. But as I document at Bloomberg Opinion, each time the definition of the middle class has expanded and the definition of the rich has shrunk. As the Democratic coalition draws in more and more of the country’s upper middle class, I expect that trend to continue.
