The Other Trump Question about Haley

Haley has a strategic decision to make about what stance to take with respect to Trump. But her campaign also needs to think, I argue in my new Washington Post column, about why Trump won in 2016 in the first place: How much of his success was based on his personality, and how much on his program? So far, Haley seems to be betting on pre-Trump substance with added combativeness:
