Misrepresenting Mexico City, Ctd.

Somini Sengupta’s write-up of Trump’s reinstatement of the Mexico City policy for the New York Times, like the Washington Post version, claims that the policy forbids recipients of federal aid from “abortion counseling.” The Times puts the assertion in its headline. If the assertion is true, it goes some way toward backing up the label opponents of the policy have given it: the “global gag rule.” It’s a label both accounts, the one in the Times and the one in the Post, mention. But if it’s not true, it undercuts that label. And USAID’s handbook from 2007, during the last period when the policy was in place, suggests that it’s not true. Readers of the Times and the Post should be informed of this fact.
