The incursion is the latest in a long line of hot pursuits — if it even has taken place, which the White House has denied. This type of operation was common in the 1990s, and if it follows the traditional pattern is nothing to get too excited about. The Iraqi government is rightly concerned about the sanctity of its borders, but should also be attentive to the issue of anti-Turkish Kurdish guerillas seeking safe haven in the north. If this is permitted, or at least not forbidden, a response from Turkey is inevitable.
