I can’t say I followed the debate over it closely. But my understanding is that Bolton managed to improve it somewhat. There’s nothing bad in there on arms control and non-proliferation. There are no references to the IC. But the management reforms are weak, the development language is bad, and the terror stuff isn’t particularly good. More work to do at the Augean stables.
