The foundation on which every effort to build a United States of Europe has rested for the last four decades has been Franco-German cooperation. De Gaulle and Adenauer. Pompidou and Schmidt. Mitterand and Kohl. Now, however, cracks have begun to appear.

What direction will Europe now turn? If France rejects the
constitution because of resentments of “neo-liberalism”, NATO and the
like, while at the same time Germany could be ruled by conservatives and
liberals after the recently-announced elections this fall, this could
turn out to be quite interesting.
