As of two years ago, Upton was promoting legislation to do exactly what he is now opposing: replace Obamacare’s regulations concerning pre-existing conditions with a continuous-coverage protection. He isn’t saying that he has changed his mind, though; he’s saying he has been perfectly consistent “from the very get-go.”
