Collins and Snowe voted no. They’re not a wing of the party, they’re a fringe of it. Bill Nelson (D., Fla.) voted no, which seems risky given his efforts to portray himself as a moderate. Rockefeller may be the one who’s most out-of-touch with his constituents, but probably unbeatable anyway.
