Washington Needs to Act — But Act How?

It’s become a commonplace that the Arizona law is the result of inaction on the part of Washington. (See today’s front page WaPo story, for instance.) But what does “inaction” mean?

Amnesty supporters say that Congress needs to act by changing the law, while immigration hawks stress that instead it’s the administration that needs to do its job by enforcing existing law. So, while both sides agree as to the geographical location of the problem, they obviously don’t agree on who should be doing what.
