WH Tech Chief: Obamacare Definition of Purchase Definitely Different from Amazon’s

The White House’s chief technology officer admitted that the Obama administration’s definition of a health-insurance enrollee, which includes people have placed a plan in their shopping cart but haven’t purchased it or paid for it, is different from the standards of a private e-commerce retailer.

CTO Todd Park noted to Representative Jason Chaffetz (R., Utah) that Amazon, for example, would not consider someone’s simply putting an item in their cart a successful sale. The insurance companies themselves count as subscribers only people who have signed up for a plan and paid their first premium.
