Press secretary Jay Carney told reporters the White House has not yet determined whether the former Egyptian president Mohamed Morsi’s overthrow is a coup. Labeling it as such could legally require the United States to cut off the $1.5 billion Egypt receives in aid annually.

“We are going to make this determination based on a timeline that is in the best interests of a democratic transition in Egypt, that is consistent with our legal requirements, and our national-security interests,” Carney said.

Carney emphasized that the administration has “not aligned” with any political group in Egypt. “We do not believe it is in our interests to make a precipitous decision or determination now to change our assistance program,” he added.
