What Is ‘Derogatory’ in Washington?

Just saw Andrew’s post on how local Washington pols want the Redskins to change their name because it is, among other things, “derogatory.” Scratching my head to try to figure out what this means. Upon learning that the Tamerlan Tsarnaev was an Islamic supremacist and then confirming it by conducting an investigation in which they interviewed him face-to-face, the FBI closed its investigation, concluding that “no derogatory information” had been uncovered . . . and then so definitively forgot about him that, when close-up video fingered him as a prime Boston Marathon bombing suspect, the Bureau needed to ask the public’s help to identify him.  

I guess not all derogatory is created equal.
