What’s Dana Milbank Talking About?

The Washington Post columnist writes, “When Ryan released his first budget after becoming committee chairman last year, much of the attention focused on his plans to turn Medicare into a private insurance program. He hasn’t backed away from that, but now he’s making a bolder assault on a full range of social programs.” I don’t see any significant differences in the cuts and reforms to social programs proposed this year and the ones proposed last year; nor does Milbank identify any. Just because he wasn’t paying attention to something last year doesn’t mean anything has changed.
