The United States granted Hamas nothing. The electoral process in the Palestinian Authority doesn’t have a thing to do with us. The United States views Hamas as a terrorist group, and has neither met with nor negotiated with members of Hamas among the elected officials of the PA. Indeed, we insisted the Palestinian Authority return $50 million in American aid rather than allow it to be spent by Hamas terrorists.
