Whose Gulf?

Iran has banned The Economist for printing a map in which the blue blob between Iran and Saudi Arabia is called “The Gulf” rather than “The Persian Gilf.”  The latter, according to Iran, is the only permissible name.

Here’s my question.  Since only about half the population of Iran is Persian (“Persian 51%, Azeri 24%, Gilaki and Mazandarani 8%, Kurd 7%, Arab 3%, Lur 2%, Baloch 2%, Turkmen 2%, other 1%“), shouldn’t they prefer “Iranian Gulf”?
