As of 2025, daily users accounted for about 80 percent of marijuana consumption, compared to 90 percent of cigarette smoking but less than half of all alcohol consumption. In fact, marijuana is in many ways analogous not to alcohol, but to cigarettes: something mostly consumed by a small number of chronically dependent users, rather than something widely consumed by infrequent, recreational consumers. . . .
The hard core of daily users may find themselves at an increasing political disadvantage. Unlike alcohol users, they will not have majority consumption on their side. Instead, they will be a political minority, in a democracy with a demonstrated willingness to severely curtail a minority’s access to vicious substances.
If there is a backlash, perhaps it will start with a ban on smoking marijuana in public.
