Congress doesn’t have a great track record on comprehensive legislation — that’s why Republicans are wary of taking on a massive immigration-reform bill, George Will said on Thursday’s Special Report.
“We don’t do comprehensive well. We can break it in to little bits, but don’t do comprehensive,” he said, pointing to the disastrous rollout and impact of Obamacare as the latest example.
To illustrate his point that effective legislation can come in smaller form, Will pulled out all 1,197 pages of the Senate’s immigration bill and compared it with the four-page 1862 Homestead Act (which he pointed out also served as an immigration bill, by attracting immigrants to the American West).
