• There is increasing talk that Democrats in Congress will attempt to pass what remains of their ambitious agenda in a lame-duck session between the midterm elections and the seating of a new Congress in January. The hope, among liberals, is that after November the Democrats will feel free to vote for unpopular initiatives — cap-and-trade, amnesty, etc. — that they would not feel comfortable endorsing before the election.
