In 2007, Florida governor Charlie Crist, channeling Al Gore, signed executive orders unilaterally regulating greenhouse-gas emissions in the state. Congressional Republicans later passed Medicare Part D — a massive expansion of a broken, bankrupt entitlement — to “take health care off the table.” In 2008, George W.
