Economic News out of China

In a quest to put on a perfect Olympics in 2008, the Chinese government has announced a series of initiatives to put the Olympic organizers at ease.  The following from the AP article linked to above, however, seems impossible:

“They’ve told us the factories will be closed for three months in 2008 and that they will have a directive to encourage residents to stay off the roads with their cars,” said Steven Roush, chief of sport performance for the U.S. Olympic Committee.

Would it kill the AP to maybe ask a follow up question on how exactly China intends to turn its economy off for an entire quarter?
