James Biden Wrote Brother Joe $40,000 Check Immediately after Receiving Chinese Cash, Bank Records Show

New bank records obtained by the House Oversight Committee purportedly show a complicated series of money transfers that ultimately resulted in President Biden receiving $40,000 that originated with a Chinese company affiliated with CEFC China Energy.

Biden received a $40,000 personal check from an account shared by his brother, James Biden, and sister-in-law, Sara Biden, in September 2017 — money that was marked as a “loan repayment.” The alleged repayment was sent after funds filtered from Northern International Capital, a Chinese company affiliated with CEFC, through several accounts related to Hunter Biden and eventually down to the personal account shared by James and Sara Biden.

The committee says the series of payments establish a direct benefit Biden received from his family’s business dealings, despite Biden’s claims that he has not been involved.

“It all began with a shakedown in the summer of 2017, when Hunter Biden sent a message to his CEFC associate demanding a $10 million capital payment,” Comer explains in a new video posted to X. “As Hunter Biden extorted this associate, Hunter claimed he was sitting with his father and that the Biden network would turn on his associate if he didn’t pony up the money. The extortion scheme worked.”

“Remember when Joe Biden told the American people that his son didn’t make money in China?” Comer continued. “Well, not only did he lie about his son Hunter making money in China, but it also turns out that $40,000 in laundered China money landed in Joe Biden’s bank account in the form of a personal check.”

The Bidens began working with CEFC, a Chinese energy company linked to the CCP, when Joe Biden was vice president. Hunter Biden sent a WhatsApp message to CEFC associate Raymond Zhao on July 30, 2017, demanding a $10 million payment.

“I am sitting here with my father and we would like to understand why the commitment made has not been fulfilled. I am very concerned that the Chairman has either changed his mind and broken our deal without telling me or that he is unaware of the promises and assurances that have been made have not been kept,” the message read.

“And Z if I get a call or text from anyone involved in this other than you, Zhang, or the Chairman, I will make certain that between the man sitting next to me and every person he knows and my ability to forever hold a grudge that you will regret not following my direction,” he added.

The next day, Hunter Biden asked to reshape the partnership to exclude James Gilliar, Rob Walker, and Tony Bobulinski, leaving CEFC working only with James Biden.

“CEFC is willing to cooperate with the family,” Zhao replied.

“Days later, $5,000,000 flowed in from a Chinese affiliate of CEFC. Over the following three weeks, Biden family members made a series of complicated financial transactions to hide the source of the China money,” Comer said.

Northern International Capital, a Chinese company affiliated with CEFC, sent $5 million to Hudson West III, a joint venture established by Hunter Biden and CEFC associate Gongwen Dong on August 8.

On the same day, Hudson West III then sent $400,000 to Owasco, P.C., an entity owned and controlled by Hunter Biden. Six days later, Hunter Biden wired $150,000 to Lion Hall Group, a company owned by James and Sara Biden. Sara Biden withdrew $50,000 in cash from Lion Hall Group on August 28 and then deposited the funds into her and her husband’s personal checking account later that day. 

On September 3, 2017, Sara Biden wrote a check to Joe Biden for $40,000.

Comer notes in his video that the committee previously exposed a $200,000 payment James Biden made to Joe Biden that came from funds provided by a now-bankrupt healthcare company called Americore.

“Like the payment to Joe from Americore funds, it’s certainly plausible that this payment where James and Sara used funds from China was indeed a loan repayment to Joe. But even if this $40,000 check was a loan repayment from James Biden, it still shows how Joe benefited from his family cashing in on his name — with money from China no less,” Comer argues.

“Without his family peddling his name and his son threatening a CEFC associate with consequences that he said Joe Biden knew about, James wouldn’t have had the money to write the $40,000 check to his brother Joe,” he added. “It’s also worth remembering that Biden family efforts to secure millions from this Chinese company began when Joe Biden was still Vice President.”

“In taking funds sourced to a CCP-linked company that wanted to advance China’s interests, Joe Biden exposed himself to future blackmail and put America’s interests behind his own desire for money,” he concludes.

In the newest memo, the House Oversight Committee also expresses concern that James Biden potentially misleading federal investigators by “distancing himself from Hudson West III because he knew it was funded by CEFC.”

James Biden told FBI and IRS criminal investigators in September 2022 that he “was not exactly aware of the [Hudson West III] entity as he was always paid by [Hunter Biden] through Owasco, P.C.”

However, new bank records show that Hudson West III directly paid James Biden’s Lion Hall Group six times throughout 2018 for a total of nearly $77,000.

Former Hunter Biden business associate Devon Archer previously testified that then–vice president Biden joined at least 20 phone calls and/or in-person meetings with Hunter’s foreign business associates during their time working together. He explained that access to the vice president served as the selling point of the Biden “brand” that allowed him and Hunter several lucrative financial opportunities, including joining the board of Burisma.

Walker previously told the FBI that Biden appeared at a CEFC meeting in Washington, D.C. with Hunter Biden. Walker acknowledged that the younger Biden had his father attend in order to increase the chances of getting a deal to work out.

The Biden family and its business associates received millions of dollars from oligarchs in Russia, Kazakhstan, and Ukraine while Joe Biden was vice president, according to bank records obtained by the House Oversight Committee.

The committee says it has identified more than $20 million in payments from foreign sources to the Biden family and their business associates. Those foreign sources include Russia, Kazakhstan, Ukraine, China, and Romania.
