The bill in question is Big Labor’s darling, the so-called Employee Free Choice Act, which would allow unionization just on the basis of signed cards, rather than a secret ballot election. Union organizers think this will help them and it probably would to some extent. Many people have signed such cards under pressure and the unions are good at creating that.
What makes this so absurd is that it only works in one direction. If workers are unhappy with a union, they can’t escape from it just by getting a majority to sign cards. Decertification still would require a secret election.
As I have argued (PDF) many times previously, the real trouble is that federal labor law has trampled all over the common law of contract to make unionization a matter of collective decision rather than individual choice.
