Educational Folly in Arkansas

According to this article, Arkansas is contemplating adoption of a plan intended to increase the percentage of citizens with college degrees.

Pure folly. Educational credentials do not determine productivity. Arkansas will spend a lot, and lure into college some people who would have been better off either entering the labor force or receiving some kind of vocational training.
People tend to make the optimal investment decisions on their own, and that includes investments in education. For a state government to set a target number of college grads makes just as much sense as setting a target number of citizens with mutual fund portfolios.
