A Free-Market Alternative to Government Subsidies

In this week’s Pope Center Clarion Call, Miguel Palacios discusses human-capital contracts as an alternative to government subsidies for college.

I suspect that if governments hadn’t gotten into the college-financing business, the market’s discovery process would years ago have started creating a network of voluntary means of channeling funds to promising students. Unfortunately, whenever government steps in, that pulls the plug on the search for efficient, non-governmental ways of dealing with problems.
