This is how you make sure that your county can keep producing marijuana: you tax marijuana production for local scholarships to local colleges. The Chronicle of Higher Education reports that Pueblo County voters have just approved a 5 per cent tax on marijuana production :

The proceeds would allow any high-school senior in the county to attend one of its two public colleges. About 400 students a year are each projected to receive $1,000 scholarships from the fund.

The policy is based on the same theory as many state lotteries, which tout their support of education and thus become immune from elimination.
