A friend at the Oklahoma Council of Public Affairs informs me that, as this study shows, a fair number of states have actually increased their support for higher ed over the last five years, with Oklahoma the second highest.
I think Oklahoma taxpayers should ask if there is any evidence to show that students at their state colleges and universities are learning more than in states where the legislators have told the schools to rely less on the government and more on voluntary sources of funding. I doubt that there is any such evidence, but leaders of the Oklahoma higher-ed system should be pressed to show that the legislature is making the best use of resources.
