NYC Ends Teacher Performance Bonuses

As someone who’s skeptical that education reform can dramatically raise test scores, I’m tempted to take the failure of New York’s teacher incentive program as evidence for my view. But the program was structured poorly, to say the least:

 

Education Department officials blamed the failings of the program on the original design. Bonuses were awarded based on schoolwide performance. They did not go directly to individual teachers.
