In today’s Pope Center piece, Duke Cheston writes about an odd circumstance that has arisen in North Carolina with regard to the funding of the community-college system — it’s getting too much money. That “problem” is due to the fact that the legislature appropriates funds two years at a time, with the second year based on an estimate of enrollments in the community colleges. Unexpectedly, this year enrollments are down, and thus the officials of the system and the legislature have to figure out what to do with the extra funds.
