Raise In-State Tuition? Yea or Nay?

Friday’s Pope Center feature focuses on the question of raising in-state tuition for students in the University of North Carolina system. If tuition goes up, will that better apportion the costs between students and the taxpayers? Or will it just protect needless expenditures within the system?
