A new study by the Institute for College Access & Success (another higher-ed organization I had never heard of) says that federal financial aid should be revamped. Pell grants should be made a permanent line item in the federal budget, the maximum award should be doubled to $11,270, and they should be called Pell Scholarships.
Now, why the name change? You might think that it is because the federal government will include some merit component to qualify for the aid. But apparently not. According to the Chronicle for Higher Education article, the purpose is “to show that all students are expected to succeed.”
