To the surprise of no one, the special election for California’s 10th House district will go to a November runoff, between Democrat John Garamendi and Republican David Harmer. It’s a heavily Democratic district, but in yesterday’s results, only 5,397 votes separated the two men. I wouldn’t count on an upset, but they’re easier in special elections . . .
