One of the recurrent claims made to explain the supposed need for an EU ‘Constitution’ was that, regardless of its merits, the very process of drafting this document would engage the people of Europe and bring them closer to the whole Brussels project, a project from which they had come strangely, ahem, detached. This was always a laughable idea, but when the details of who was going to draft this constitution were explained, it became quite simply absurd. A constitution drafted by a convention packed largely with stooges and presided over by a bossy failed French president with a dodgy reputation was never very likely to ‘engage’ anyone other a few careerists and the terminally bored.
And that, it seems, is exactly what has happened.
