Rich, I suspect that your correspondent may be right in that much of the fault for what has gone wrong in New Orleans will probably be found to lie with state or local government. Nevertheless, four years after 9/11 that begs one question. Had the Feds ever checked to see what New Orleans’ plans in the event of an emergency actually were?
